Here’s how it works, you create your course using an authoring tool or build something bespoke and export it to whichever standard works best for you. Then upload the course into SCORM Dispatch where the dispatch package can be created and distributed, the dispatch package is a shell of the course that doesn’t actually contain any content. This is then shared with users, when they launch this from their own LMS, SCORM Dispatch will link the two platforms, which means you can provide users and third parties with access to your eLearning course without losing ownership.
